Four tiers. Three planes. One substrate.

A coordination engine is only as honest as its data tiers. We've mapped four tiers — Open · Anonymised · Aggregated · Settlement-grade — against the consent regime each demands, what each unlocks, and which products consume it. Today we work in the bottom two; the upper tiers arrive with the DSI on a published calendar. Nothing about the data plane is improvised.

Tier definitions are Enleashed's; sourced upper-tier milestones follow NESO's DSI Roadmap and Ofgem DCP data-access rules. The 2027 DSI MVP is the only fixed external date; everything else is an Enleashed plan, pending NUMBERS v2.2 sign-off.
