The hard part of a two-sided sandbox is the cold start: a regulator won't test on an empty platform, and a market player won't either. We break it by landing on the side that's testable today (market products, anonymised data), using early proof to seed an attainment scoreboard that makes the coalition worth joining, and timing the regulator plane to the REMA reform calendar — when the need for a neutral test is most acute.
