Can a per-site connection request be scored against a portable, reproducible rubric — so a DNO / NESO / Ofgem reader can see how the site sits on the five dimensions without taking any party's claim on trust?

Research inputs

Self-attested config (size, shiftable share, BESS, term) plus per-GSP headroom from ENA LTDS plus a small phantom-twin sweep for the gaming test.

Method

Five dimensions × 20 points each = a composite out of 100. Each report is sealed with an FNV-1a cert-ID derived deterministically from the canonical input + rubric version. Two signatures (Blake + Shaun) gate external release.

Score one site. Get a five-dimension assessment.

Submit a connection request — capacity, shiftable share, on-site BESS, contracted term, GSP node — and the DC Fairness rubric returns a five-dimension assessment and a reproducible cert-ID. Per-site only. No aggregate curtailment magnitude is computed or claimed. The rubric is open; thresholds reference NUMBERS keys at two-sig.
